The more expensive fuel is, the less French people drive, which reduces the taxable base. Furthermore, lowering VAT on a petroleum product is deemed “anti-ecological” by the Ministry of Ecological Transition, which prefers to redirect these funds towards social leasing or electric vehicle subsidies.

A Strategy of Targeted Measures

Instead of a general tax cut that would also benefit wealthier households, the government favors targeted assistance for the most vulnerable sectors (transporters, farmers, fishermen). For the general public, the state relies on the pricing strategies of distributors, such as price caps maintained by certain oil groups, while hoping for a return to calm in international markets to ease fuel prices.
