A new decree coming into effect on December 25 will speed up the installation of bike storage spaces within buildings.

This is the nightmare of owners of brand new and often expensive… bikes. How can they park their bicycles without risking theft? While secure parking spaces are developing in cities, they still do not meet all needs. And traditional on-street racks are often fully occupied and not very secure for those who have opted for electric bikes, sometimes costing close to €4,000 or €5,000.

Decree No. 2022-930 of June 25, 2022, relating to the securing of bike parking infrastructure within buildings, which will take effect on December 25, 2022 (Merry Christmas!), states in its Art. R. 113-12 that “the infrastructures mentioned in articles L. 113-18 to L. 113-20 include fixed devices allowing bikes to be stabilized and attached by the frame and at least one wheel. These infrastructures are secured under the conditions set out in article R. 113-16. They are located on or distributed across the same land unit, preferably on the ground floor or in the first basement of the parking lot, the building, or the housing complex.”

Secured access via a door

Similarly, according to Article R. 113-16.-I, “access to bicycle parking infrastructures is ensured by a door equipped with a secure locking system when they are intended for:

  • 1° Occupants of a housing complex;
  • 2° Workers of a building used for industrial or tertiary purposes, mainly serving as a workplace;
  • 3° Agents of a building hosting a public service. When located outside a building, these infrastructures are covered, lit, and locked.

Therefore, new collective housing must have a storage room, while buildings primarily consisting of professional spaces should provide a covered, lit, and lockable room.

The year 2023 should thus see significant progress in this area, but let’s not forget that, like cars, bikes can also be insured. Sometimes, the effort is worth it.
