In the family of electric mobility, bicycles and scooters now welcome the electric balance bike finally regulated by a decree.

Bike, car, or train, transportation of yesterday was simple to understand. However, the 21st century brings its share of innovations and new modes of travel. While the electric scooter has just gained popularity, a new category is officially recognized by France.

The Light Cyclomobile Defines the Electric Balance Bike

Within new mobility options, the electric balance bike falls under French regulations. But don’t look for this term in the new decree n°2022-31, which only mentions “light mopeds”. This lengthy designation accurately describes this type of vehicle, adding to the “two- or three-wheeled cycles”.

Concretely, France considers electric balance bikes as the sub-category L1e-B at the European level. These vehicles cannot exceed a speed of 25 km/h, similar to an electric assistance bicycle. Unlike these, limited to 250 W, the maximum allowed power is 350 W. Their length cannot exceed 1.65 meters, and weight must be less than 30 kg.

What Can You Do With an Electric Balance Bike?

In the road code, balance bikes are subject to the same rules as electric bikes, with some nuances. Here is what the new version of the Road Code effective January 14, 2022, states:

  • One user only
  • Usable from age 12
  • Maximum speed 25 km/h
  • Mandatory equipment: brakes, reflectors, and horn
  • Helmet wearing mandatory under age 12, recommended above
  • Reflective vest mandatory in low visibility conditions (not turn signals)
  • Must use bike lanes or greenways if available
  • Can circulate in both directions in the meeting zone or at 30 km/h
  • Allowed to stop on a dedicated bike zone (traffic light zone)
  • Can be parked on a sidewalk or pedestrian zone (without obstructing)
  • Prohibited from riding on sidewalks and roads limited to more than 50 km/h
  • Using headphones or listening devices is prohibited

What Is an Electric Balance Bike?

The balance bike is similar to a bicycle, popular among children. Its electric version resembles a mix between a folding bike or a scooter, with one key difference: they do not have pedals.

Indeed, these machines can move alone without the need to push or pedal. This represents a passive form of mobility, as opposed to active mobility like an electric-assist bike that requires human force activation.

Electric balance bikes are often foldable, serving as an alternative to electric scooters. With a seat and sitting position, they are more comfortable, yet remain practical to fold due to the absence of pedals, chain, and derailleur.

Today, few models exist, such as UrbanGlide, Onemile, Windgoo, Inokim, or Moovway. But it is highly likely that the new regulation will boost the market supply.
