As of July 1, 2025, the Ecological Bonus is no longer a direct aid from the French state but will be managed through Energy Saving Certificates.

Money is lacking in the French state coffers, so the government has decided, starting July 1, 2025, to revise the funding method for the Ecological Bonus. It will no longer be funded by state taxes but by obligations imposed on energy providers. Thus, it is even more accurate to refer to Energy Saving Certificates, known as CEE, rather than the Ecological Bonus now.

Energy suppliers (EDF, TotalEnergies, etc.) are required by the state to promote energy savings. To do this, they must finance aids aimed at individuals such as home insulation, boiler replacement… and now the purchase of an electric vehicle.

But what is the interest of energy providers in financing the CEE instead of the state? Because they are obligated to do so… and it costs them less to help you than to pay penalties. Since 2005, France has imposed on energy suppliers the proof that they help their customers save energy.

When an energy supplier finances assistance, it receives in exchange a CEE certificate corresponding to a theoretical amount of saved energy. The certificate can then be sold to polluting players. A nice demagoguery at lower cost…

Finally, a customer who switches from thermal to electric will see their household consumption increase, which also allows the energy provider to benefit over time.

New 2025 Amounts of the Ecological Bonus

The amount of the ecological bonus for 2025 – or CEE 2025 – is adjusted according to the household’s fiscal reference income (RFR) per share:

  • €4,200 for households with an RFR per share of less than or equal to €16,300.
  • €4,200 for an RFR between €16,301 and €26,200.
  • €3,100 for an RFR exceeding €26,200.

The aid is granted at most once per person every 3 years.

Additionally, for residents of overseas departments, an increase of €1,000 still applies, provided that the vehicle is used in the affected region for at least six months after its acquisition.

Vehicle Eligibility Criteria

To benefit from the new ecological bonus for 2025, the vehicle must meet the following criteria:

Type of vehicle: Only new electric or hydrogen passenger cars are eligible. Light commercial vehicles, motorcycles, tricycles, and quadricycles are no longer included in the scheme.

  • Be 100% electric (or hydrogen),
  • Cost less than €47,000 including tax (battery included),
  • Weigh less than 2,400 kg,
  • Have a minimum environmental score (calculated by the state, taking into account manufacturing),
  • Be purchased or leased for at least 2 years,
  • And have an invoice dated between July 1 and December 31, 2025.

Application Procedure for the 2025 Ecological Bonus

Two options are available to buyers to obtain the ecological bonus for 2025:

  1. Advance from the dealer: Some dealers directly deduct the amount of the bonus from the sale price. This advance must be clearly indicated on the invoice.
  2. Personal request: If the dealer does not offer this advance, the buyer can apply for the bonus through the dedicated online service. The aid request must be made within 6 months following the invoicing or the payment of the first rental installment.

The old bonus is still available for orders made before July 1 and invoiced before September 30, 2025.

Removal of Certain Aids

The decree of November 29, 2024, also confirms the removal of certain aids:

  • Conversion Bonus: This aid, which encouraged the replacement of old vehicles with less polluting models, is abolished. Its amount was €1,500.
  • Support for Electric Utility Vehicles: Vans and other light utility vehicles are no longer eligible for the ecological bonus.

Ecological Penalty 2025

The ecological penalty, or tax on CO₂ emissions, is a fiscal mechanism aimed at penalizing the purchase of new vehicles emitting significant amounts of carbon dioxide. For the year 2025, the schedule for the ecological penalty has been revised to strengthen its environmental impact.

New 2025 Amounts of the Ecological Penalty

Starting January 1, 2025, a new schedule for the ecological penalty is based on the cumulative CO2 emissions and weight.

New 2025 Amounts of the Weight Penalty

To determine the weight-related penalty, refer to the applicable scale for the year 2025 shown below. Electric vehicles are not affected, unlike plug-in hybrids with an electric-only range of over 50 km, but with a reduction of 200 kg.

Households with at least 3 children can benefit from a reduction of the tax on weight in running order (weight penalty).

Fraction of Weight in Running OrderRate per kg
From 0 to 1,599 kg€0.00
From 1,600 to 1,799 kg€10.00
From 1,800 to 1,899 kg€15.00
From 1,900 to 1,999 kg€20.00
From 2,000 to 2,099 kg€25.00
From 2,100 kg€30.00

Example:

New car registered for the first time in France in January 2025, with a weight in running order of 1,950 kg:

  • Example:
  • New car registered for the first time in France in January 2025, with a weight in running order of 1,950 kg
  • Weight fraction between 1,600 kg and 1,799 kg: 200 kg x €10 = €2,000
  • Weight fraction between 1,800 kg and 1,899 kg: 100 kg x €15 = €1,500
  • Weight fraction between 1,900 kg and 1,950 kg: 51 kg x €20 = €1,020
  • The total amount of the tax is €2,000 + €1,500 + €1,020 = €4,520

These rates apply starting January 1, 2025.
